Phase 1: Key-Informant Interviews

Key-informant interviews were conducted with farmers’ market partners, UW-Extension County staff, and community partners to assess perceived barriers SNAP participants face in accessing Wisconsin farmers markets. Findings from key-informant interviews used to develop survey for SNAP participants to assess barriers faced in accessing markets (Phase 2)

Phase 2: FoodShare User Surveys

Surveys administered to two hundred seventy two SNAP users (n=272) in five market areas across the state of Wisconsin.  Participants were found at food pantries, WIC offices, and other community-based organizations serving low-income audiences.  Survey assessed previous/current farmers’ market use, knowledge of EBT program (existence, use), barriers to accessing market (transportation, feelings of comfort, food preferences, food preparation knowledge, etc.), as well as activities or other incentives for future market participation.

October 2015 - April 2016

Results from Phase 2 surveys utilized to develop appropriate outreach strategies and accompanying marketing materials to assist farmers market managers in reducing identified barriers and mobilizing FoodShare recipients to farmers’ markets.

April 2016 - August 2016


With support from project staff, market managers will engage community partners in implementing outreach strategies to FoodShare recipients.

August 2016 - October 2016

Project outcomes (identified barriers to EBT program use; market/community capacity to conduct SNAP-recipient outreach; expanded market consumer base; increased EBT sales) measured and lessons learned incorporated into final project materials.
