Annexation not only changes the government jurisdiction for tracts of land, but impacts property use dynamics such as zoning, the development environment, and other regulations. State laws imposing substantial limitations on local control of telecommunications towers and facilities took effect in 2013, following federal limitations that took effect in 2012. This presentation reviews these laws to discern what, how, and the extent to which local governments can still regulate, given these new state and federal limitations and preemptions.
