Plan Commissioner Information and Resources – July 2016

Happy Summer!

  1. Our next Network meeting of 2016 is scheduled for Wednesday, September 28 6:30-8:00pm (location TBD) .  As of now, I’m planning to have the discussion topic be around AEAs (Agriculture Enterprise Areas) and other Farmland Preservation Tools.  The county has started the process to update the County Farmland Preservation Plan, and this is a potential tool that would work in Winnebago County.  This topic also dovetails well with the April topic of local food trends in Winnebago County.   Please mark your calendars!
  2. County Farmland Preservation Planning process is underway.  Contact the steering committee members if you have questions (or email me cneiswender@co.winnebago.wi.us).  Town meetings are being planned, and there will be a short update at the Towns Association Unit meeting on July 14th at the Town of Omro.  Steering team members are:
    • Chuck Kuhrt, T. Utica
    • Jim Erdman, T. Oshkosh
    • Judy Knaus, T. Wolf River
    • Glen Armstrong, T. Neenah
    • Mike Pollack, T. Black Wolf
    • Ron Bahn, T. Nepeuskun
    • Darryn Burich, C. Oshkosh
    • Eric Fowle, ECWRPC
    • Chuck Farrey, T. Vinland
    • Larry Kriescher, T. Winchester
    • Kay Lettau, T. Clayton
    • Tom Tuschl, T. Omro
    • Catherine Neiswender, UWEX

3. Local Food resources from the April 2016 PCN meeting are posted here.   I learned more information about zoning and permitting approaches from a town in Fond du Lac county that has two growing local food farms/businesses (LeClare and Little Farmer).  If your plan commission wants to more let me know and I will get this information to you.

 4. New PublicationConservation Subdivision Design: Considerations and Common Perceptions –  Conservation subdivision design (CSD) is a site-planning approach that clusters residences in smaller lots to reserve a significant portion of a subdivision for common open space. CSD can provide numerous benefits, such as wildlife habitat protection, improved stormwater runoff management, expanded recreational and open space, and reduced need for infrastructure maintenance. This publication clarifies the principles of designing, developing, and permitting conservation subdivisions by addressing common perceptions surrounding residential development (6 pages; 2016).
