Great Lakes Habitat Restoration Project Funding Opportunity

NOAA’s Restoration Center announces a federal funding opportunity (FFO) for habitat restoration in U.S. Great Lakes Areas of Concern. The FFO is available at www.grants.gov, funding number NOAA-NMFS-HCPO-2015-2004351 (NOAA Great Lakes Habitat Restoration Program Project Grants under the U.S. Great Lakes Restoration Initiative in Areas of Concern). The closing date is March 3, 2015.
Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern with funds provided by the Great Lakes Restoration Initiative.
NOAA anticipates that up to $15 million may be available for Great Lakes habitat restoration over the next three years to maintain selected awards, dependent upon the level of funding made available by Congress. Award options will include:
- One year requests for habitat implementation proposals: typical awards for one-year requests for habitat restoration implementation are expected to range between $500,000 and $2 million. NOAA will not accept applications requesting less than $500,000 or more than $6 million of federal funds.
- One year requests for engineering and design proposals: typical awards for engineering and design are expected to range between $100,000 and $350,000. NOAA will not accept applications requesting less than $75,000 or more than $350,000.
- New this year, multi-year cooperative agreement awards: one, two, or three year proposals will be will be considered and additional releases of funds may be used to fund selected proposals through FY17 without further competition. Typical awards for on the ground implementation are expected to range between $750,000 and $4 million. NOAA will not accept applications requesting less than $750,000 and more than $10 million for the total for three years. Multi-year funding requests in out-years are expected to be funded based on progress towards milestones and availability of funding.
This solicitation has no limit on the number of proposals that can be submitted for on the ground implementation. However, only two proposals per Area of Concern will be accepted for engineering and design projects. In cases where an Area of Concern crosses state boundaries, each state can submit two proposals for engineering and design. An endorsement letter from either the state agency responsible for implementing the AOC program or the local public stakeholder group working with the state agency on implementing actions in the AOC is required.
