ESSENTIAL REQUIREMENTS
A CHECKLIST FOR THE NEW 4-H YEAR
Essential Financial Requirements
- All financial accounts associated with a 4-H charter require two, unrelated authorized signers. Only 4-H members and approved volunteers can be listed
- No cash withdrawals are made from 4-H accounts. Checkbooks should be utilized as debit/credit cards are highly discouraged, and limited to 4-H Leader Organizations.
- 4-H Clubs and Groups should discuss and approve an annual budget to establish the allocation of financial resources. The budget needs to be approved by the 4-H membership and submitted to the Kew. Co. Extension Office for review.
- Payment authorization is required. Payments are only authorized if funds were allocated in the budgeting process, or membership voted to approve the expenditure. These approvals should be recorded in the club / project meeting minutes.
All funds raised using the 4-H Name and Emblem are publicly accountable. They must be used to support: Educational Programs, Activities, Workshops, Supplies
Essential Meeting Requirements
- All adult leadership needs to be approved through the Youth Protection process in 4HOnline and leadership is provided by volunteers or staff.
- Youth involvement in leadership and decision- making is essential. Many clubs operate with officers, however they are not required.
- Meeting and event dates needs to be scheduled through the Kewaunee County Extension Office. If there is a change to a meeting date/ time, or a last minute meeting scheduled, it must be communicated to the office in a timely manner.
- All chartered Kewaunee County 4-H Clubs, Projects, and Committees need to submit their meeting minutes to the Extension Office no later than two weeks after the meeting took place. Please use either drop off, email or USPS.
Failure of a 4-H Club or Group to meet these requirements may result in the suspension or loss of the 4-H Charter and the use of the 4-H Name and Emblem.

4-H Record Books
A 4-H Record Book is documentation of all 4-H activities at the club, county, and state level, in which a youth has attended and participated. This also includes community activities and the progress of a youth in each respective 4-H project. Many 4-H members will attest to the benefit and importance of record books and record keeping as they apply for higher education, prepare their resume, and submit applications for jobs.
